According to the United Nations Educational, Scientific, and Cultural Organization (UNESCO) World Heritage Centre, eleven of the forty-nine designated Heritage sites in Italy relate to architectural, technological, and artistic feats related to town planning and/or landscape design of human history. The biggest question that has come up amongst scholars is whether or not planners and architects in particular should be able to have complete artistic freedom to design as they please.
