The main idea of this conceptual project  is the development of the territory of the cultural heritage object "Kholodilnik" ("Ice Factory") to create social infrastructure facilities and cultural and business facilities that are significant for this district. The project proposes the adaptation of refrigerator building for a sports and leisure center with sports shops, two swimming pools 25 m long each on the first floor, as well as a cafeteria on the fifth floor. The main purpose of the sports complex is the winter sports center, in connection with which a universal ice arena is designed, two curling tracks and skating rink on the top floor. The adjacent building "Dry Ice Workshop" is also proposed to be adapted for an additional sports center with summer sports: one universal basketball hall and four tennis courts. Design proposal also includes four buildings of a class 3*** hotel with the squares in front of hotels and a pedestrian promenade connecting the territory of hotels and Ligovsky Prospekt,  two business centers with conference rooms on the top floors, as well  as six-storey parking building with close facade envelope, and also a shopping and entertainment center with shops of large retail chains, a 5D cinema, a bowling center, billiard halls, cafeterias and other public features. The shopping and entertainment center has only two above-ground floors (a two-storey underground parking under it has also been designed with the placement of engineering equipment) - in order to minimize the visual impact on the industrial heritage buildings.
