I made this illustration based off of a series of sketches I made the other day. I'll put the original sketches at the bottom. Most of this was done using Adobe Illustrator. I made a layer for my lines to make a digital sketch. Then I added separate layers for colors, shadows, highlights, and a few layers of effects made with the brush tool. Most of this was made with Adobe Illustrator but I made the background in Photoshop and added some drop shadow and outer glow to the creature. I also used the brush tool in Photoshop to make some extra details such as the reflection spot and the tiny faded red veins in the eyeball.

These are the original sketches that I built the entire piece off of. I did 15 quick sketches in 30 minutes the other day and these were the only 2 sketches of the 15 that I actually liked. The mouth looked like an eyeball to me, the "fangs" looked like an iris, and the 2 white inner top teeth looked like a reflection spot on a pupil to me... so I immediately had the idea to mirror that to make eyes. Then naturally it made sense to have the reverse for the mouth below it.
